- Approval of August 30, 2011 Minutes. All members in favor.
- Opening Remarks- Introduce New Water Sewer Superintendent, Mark Elbag, Jr. Mark introduced himself to the board members and mentioned that the last five years he was employed at Tighe and Bond where he was working on Source Water Protection. He also mentioned he graduated in 2005 from WPI with his degree in Civil Engineering and received his masters degree in Environmental Engineering in 2006.
- Public – No Public Address
- Discuss Connection Fees –Mark asked what was the overall thought of the Proposed Connection Fee Increase that was issued at the last meeting. It was suggested that we compare other surrounding towns with similar water and sewer systems along with an approximate population as Holden. Also look into the cost of pricing of a large meter and the parts and labor that goes along with the installation. Mark will bring a copy of the CDM Rate Study to the next meeting so we can see what was in the report on surrounding towns. This will be on Novembers Agenda for further discussion.
- Discuss sewer capacity options-move forward to create policy. Jim Zingarelli produced an updated chart through August 2011. (see attached). Issues to be resolved in the upcoming November/ December meetings with sewer extensions and bring forth a recommendation to the Select Board to stop all sewer extensions to New Subdivisions. Mark Elbag will be talking with DCR’s
representative, Paula Davidson about revisiting contract with West Boylston meter flows.
- Water breaks, leaks and other issues. As of October 2011 there are 66 metered sewer connections, 39 metered water connections, their were (2) two water leaks, one on Sumac Circle with a loss of 108,000 gallons of water and one on Heritage Lane with a lost of 69,120 gallons of water. The town purchased a new sewer pump for Lincoln Ave Sewer Station.
- Budget status update as of Year End 2011 also September and August. Nancy Galkowski put together a memo to the Board of Selectmen, Finance Committee, and Water Sewer Advisory Board (Attached). The water/sewer enterprise fund at the close of June 2011 ended up in a positive balance of $271,023. This is the first positive balance for the fund for at least the past 4 fiscal years.
- Schedule next meeting. The board decided to meet on November 17, 2011.
- Other Business. Scott Carlson told the board he would be resigning his position as Chair Person on this committee within the next few months. He is going to be joining The Planning Board Committee.
- Motion to Adjourn. All members motioned to adjourn at 8:20 PM.
